Action Plans

The Municipality, in order to support climate policies and create a roadmap for climate actions, has developed several cross-sectoral strategies and action plans related to reducing greenhouse gas emissions, which are presented chronologically.

1.  Covenant of Mayors/ Sustainable Energy Action Plan of Trikala Municipality (2008 - 2020)

2.  Operational Programme 2014 - 2019, «Trikala 2050 - Smart, Self-sufficient and Resilient Municipality»

3.  Local Waste Action Plan (2015 - 2020 & 2021 - 2025)

4.  Sustainable Urban Development Strategy - Municipality of Trikala (2018 - 2023)

5.  Sustainable Urban Mobility Plan of Municipality of Trikala (2019 – 2024)

6.  Sustainable Energy and Climate Action Plan (2021 - 2030)

7.  Electric Vehicles Charging Plan (2021)

8.  Smart City Strategic Plan - Restart mAI city (2021)

9.  Energy Transition Strategy (2022 - 2030)

CLIMATE NEUTRALITY UNTIL 2030

Cities cover approximately 3% of the Earth’s surface but produce more than 70% of greenhouse gas emissions. In Europe, it is estimated that by 2050, almost 85% of Europeans will live in urban areas. For this reason, the current climate emergency must be addressed in cities and by the citizens living in them.

The EU Mission for “100 Climate Neutral and Smart Cities by 2030”will support, promote, and showcase 100 European cities in their transition to climate neutrality by 2030. These cities will become hubs of experimentation and innovation for all cities to follow.

Every city is called upon to develop its Climate City Contract (CCC). By developing the CCC, the Municipality of Trikala contributes to the broader European effort to achieve climate neutrality by 2050. The first step in developing the CCC is the inventory of greenhouse gas emissions.

Greenhouse Gas Inventory

A greenhouse gas inventory estimates the quantity of greenhouse gases generated by activities taking place within the city's boundaries. Emissions are calculated for each activity for a specific time period called the reporting year. A comprehensive inventory serves as an important tool for shaping a specialized emissions reduction plan.

The Municipality of Trikala has conducted a greenhouse gas emissions inventory for the reporting year 2019, identifying the main activities responsible for the production of these gases as well as the quantities emitted.

Total emissions*: 467.714,66 tn CO₂e
Emissions per citizen*: 7,59 tn CO₂e

*(Reference year 2019)

Emissions by sector-source for the city of Trikala are categorized as follows:

Static Energy: 393.504,16 tn CO₂e 84.1%
Transportation: 45.198,83 tn CO₂e 9.7%
Waste: 26.519,46 tn CO₂e 5.7%
IPPU: 2.419,46 0.5%
AFOLU: -7,26 tn CO₂e 0%

Climate Nutrality Actions

Κey measures that Trikala will concentrate on to achieve climate neutrality by 2030 include energy-saving measures in all buildings, sustainable transport and mobility systems, renewable energy generation suitable for local climate and geological conditions, efficient water resources management, sustainable waste management, circularity of goods, reduction of consumption-based emissions, and sustainable land use and urban regeneration interventions.
